PowerComm, USA LLC’s leadership team, led by Mark L. Battle and Joe Zimmerman, have

maintained Georgia’s first toll lane along Interstate 85 which was also the nation’s first
non-barrier toll lane. PowerComm USA’s management team possess numerous
qualifications including the installation of fiber optic and copper cable via arterial and
underground, splicing, testing, integrating, electrical conduit, Dynamic Message Signs
(DMS), wireless radio systems, Closed Circuit Television (CCTV), trenching, plowing and

PowerComm USA’s management team has provided ITS device maintenance services to
the Georgia Department of Transportation to install, replace, repair and maintain devices
throughout Metro Atlanta Georgia on the Regional Traffic Operations program. In
addition they have provide statewide Advanced Traffic Control maintenance on ITS
devices by numerous departments of transportation including Georgia, Florida,
Tennessee, Texas, North Carolina and Alabama. The have installed and designed new
electrical services for a 16 mile corridor along I-85 in Georgia and they have built and
installed traffic signals and street lighting throughout Georgia.
PowerComm USA has the ability to install and commission traffic systems of any size or
complexity. PowerComm’s leadership team successfully constructed a Design-Build ITS
project with Tallahassee, Florida that encompassed 223 miles of roadway. The project
consisted of fiber optic cable, associated ITS infrastructure, including CCTV, DMS, network
equipment, detection systems and provided safe maintenance of traffic. PowerComm USA
technicians are trained, certified and equipped with the ability to install, diagnose and
repair all types of fiber and wireless networking equipment. Technicians work daily with
turn-key traffic signal installations, fiber optic interconnects, variable message signs, road

Joe’s expertise began 31 years ago the old-fashioned way - hands on, in the trench with boots on the ground, delivering real results for important projects. As a Field Engineer, Project Engineer, Project Manager, and CQC Manager, Joe has built and maintained fiber optic networks, tolling systems, broadband and Advanced Traffic Management System (ATMS) deployments with ITS components throughout the United States, including the I-85 HOT Lanes conversion in Atlanta, Georgia. Joe’s expertise spans from the project engineering phase through construction and maintenance of the completed system. Joe’s hard-earned experience and unique expertise serves our clients well as he also has upper management skills as the Chief Operating Officer, Vice President of Operations, and serves as the CQC on various PowerComm USA projects. Joe is also a part of the Executive leadership team at PowerComm.
Tom has over 38 years of experience in finance, real estate, construction, telecommunications, and transportation systems. Tom’s experience includes roles as corporate officer, superintendent, project manager, purchaser, estimator, operations manager, and sales manager. Tom’s financial, real estate, contracting, management experience and education provide him with experience, professionalism, and tools to be successful in the industry. Tom is currently managing projects for PowerComm USA in several states in the Southeastern United States. In addition, Tom writes technical proposals and provides cost estimates for proposals, quotes and bids to major corporations and agencies in the public and private sector of the telecommunications and transportation industries.
Robert has over 28 years of communication experience in all phases of construction. He has
overseen the installation of hundreds of miles of Fiber Optic Cable in Virginia, Georgia, Indiana,
Florida, Maryland and Pennsylvania. Robert has most recently administrated many ITS Projects in the Southeast.

Mike’s career began in the U.S. Navy as an interior communications electrician. Over the last
31 years, he has become an expert in the installation, repair and operation of
Intelligent Transportation Systems, Traffic Signal Systems and Highway/Interstate Lighting
systems. Mike is a resident of Florida and is expertly experienced in the traffic patterns and
highway systems. He has recently completed six separate phases in Bay County, Florida for
their ATMS System.

I-77 Toll Lanes (Zone-3) Testing Period Maintenance
PowerComm USA employees provided maintenance services for the I-77 Toll Lanes project.
The maintenance services were provided during the testing or burn-in phase of the project and
included maintenance of 32 miles of HOT Lanes infrastructure, fiber optic communications
network, tolling gantries, power service, overhead signage, 138,000 feet of fiber optic trunk line
cable and drop cables to power service for 100 cabinets. Closed-Circuit-TV (CCTV) cameras,
Tolling-Rate-System (TRMS) devices, Dynamic-Messaging-Signs (DMS), Aerial-Vehicle-
Imaging (AVI) devices and Microwave-Vehicle-Detection (MVD) device and Road-Weather-
Information-System (RWIS) devices. Traffic-Control-Signals (TCS), Intelligent-Transportation-
Systems (ITS) and Digital-Control-Systems (DCS) devices located in the cabinets.
I-85 High Occupancy Toll (HOT) Lanes
Employees of PowerComm USA were responsible for the construction of Georgia’s first venture
into toll lanes and the nation’s first non-barrier toll lane. In addition, PowerComm USA was
tasked with the initial maintenance of the toll lane project during the critical testing and burn-in
period. Toll lane components included 120,000 feet of fiber optic cable, 52 overheads signs, 5
horizontal arm attachments and a 5.8 GHz wireless radio system. PowerComm USA
employees were able to keep the toll lanes operational 100% of the testing period ensuring
reliability of the network and safety to the traveling public.
GDOT Comprehensive Maintenance of NaviGAtor ITS Devices. Project No. TOOTOITS 100087
Employees of PowerComm USA worked on a performance-based maintenance project involving
the Georgia DOT NaviGAtor Intelligent Transportation System (ITS). The project consisted of two
phases:
Phase 1 included the replacement of various ITS devices, including:

• 199 closed-circuit television cameras (CCTV)
• 585 video detections system cameras (VDS)
• 39 presence detection system cameras (PDS)

Employees of PowerComm USA were responsible for providing inventory control, device
documentation management, asset management, and configuration management for the
NaviGAtor system devices. PowerComm USA employees worked with the prime contractor to
establish a Network Operations Center (NOC) to provide system operational assessments, create
trouble call tickets, dispatch maintenance crews and track repair procedures and performance.
PowerComm USA employees were responsible for comprehensive maintenance procedures,
including detailed checklists, daily reporting, preventive maintenance measures, communications
and power trouble shooting, and maintenance of traffic (MOT).
GDOT - Regional Traffic Operations Program (RTOP) – Metro Atlanta, Georgia
Employees of PowerComm USA, working with the prime contractor, were responsible for
installation, replacement, repairs and maintenance of non-operational or outdated signal and ITS
equipment for this regional traffic operations initiative, which implements corridor traffic
management throughout multiple jurisdictions. PowerComm USA team members provided repair
and maintenance services for traffic signals, pedestrian signals, vehicle and pedestrian detection,
poles and conversions to mast arm installations from span wire installations.
The project includes 450 intersections in the top ten most congested areas of Metro Atlanta and
the migration of Ethernet communications using copper, fiber, and wireless Ethernet media. The
project was a task order based, on-call services contract issued and PowerComm USA employees
were responsible for providing repair and maintenance services for over 300 signalized
intersections.

Bob was responsible for the overall project management and construction operations to
deploy the electrical subsystem for all ITS devices. This included 11 electric service

Miami-Dade Expressway Authority, SR 836 (Dolphin Expressway) – Eastbound
Auxiliary lane
Scope of work for this project included the installation of roadway, bridge and underdeck
lighting and all required electrical infrastructure, as well as the installation of 1 CCTV
camera and 3 microwave vehicle detectors inclusive of fiber and electrical infrastructure.
FDOT District 6 – I-95 Managed Lanes
The scope of work for this project consisted of the construction of an Intelligent
Transportations System, including 34 CCTVs, 73 wireless MVDS, 19 Dynamic Message
Signs and the fiber optic and electrical infrastructure, component of four managed lanes
on I-95 from south of SR 112 in Miami-Dade county to north of the SR 826 (Golden
glades) interchange in Miami-Dade county.
FDOT District 6 – Design-Build
This project consisted of the design, installation, integration and testing of an Intelligent
Transportation System consisting of 4 Dynamic Message Signs, 6 MVDS, 17 CCTVs,
16 miles of fiber optic cable and 2 hub buildings with generator and all related electrical
work.
FDOT turnpike, South Florida Part A ITS Improvements
This project consisted of the installation, integration and testing of ITS devices in Miami-
Dade, Broward and Palm Beach County, including 242 MVDS, 77 Wireless Travel Time Systems, 46 CCTVs, 2 Dynamic Message Signs, the related fiber optic backbone, an
Equipment Shelter with generator backup and 39 power services connected by over
800,000 LF of electrical wire.
